I am considering using some magnetic weights mounted inside on the top of a chassis of a locomotive for extra weight.
The magnetic strips would be mounted above a decoder and the magnets are very weak.
Will the magnetic strips have any effect on the decoder below?

With the backing as well as magnetism I could imagine it quite easy to “stick” to your story!

You both brought up some valid points about using stick weights and tire weights. Let me explain what I intend to use them for and why magnetic strips were selected.
I want to sound proof and lower the amplification qualities of a locomotive shell. I intend to use the strips on the top of the shell and along the upper sides of the shell.
I was down in the layout when my wife told me she going shopping and if they was anything I needed. I told I wanted to go out, but would wait until it got at least above 10 degrees. The wife came come with the thin stick on magnetic strips and the thickness of the strips was perfect so was having the adhesive on one side.
I didn't have the heart to tell I want a different product, but I think these should work, being adhesive on one side, to stop the vibrations. There is little space between the decoder and the top of the shell.
In my original post I said "weight" where I actually meant sound proofing....sorry.
Any little extra weight should be a bonus in a locomotive for traction.
That's my story and I'll sticking to it.

Stick on Tire weights.

There are warnings out there to Keep magnets more then 30CM/ 1 ft away from credit cards, or software. A strong magnet can wipe the information clear.
But, for your use, older locomotives had magnets around their motors, and we install them with decoders with no bad effect. Some locomotives use a magnetic wand that they pass across the top of a locomotive that has a decoder installed, and that doesn't cause any problems.
But, why would you want to use magnetic weights? Weights with double sided tape would work just as good.
