Thanks, Guys.
It is a great effect but not what I wanted on this build. I'm pretty baffled as to why it happened. There's 3 coats of paint on the walls. I painted them once with something I had on hand that I thought was close to prototypical. Then decided I didn't like it. Went to see if I could find something close (in a rattle can), couldn't. So I decided to go with what I had but it needed a second coat, I did. Decided this morning I still didn't like it and found something a little "better". Sprayed it with that. And that's what I got. I've had that happen using different brands, particularly enamel and Floquil together but this was all Rustoleum. So that surprised me. Can I duplicate it for the other 2/3 of the build, I don't know. It could be the 3 layers of paint, could be I have to paint all three layers in the morning, leaving identical cure time between, at just the right temperature with just the right amount of humididty… I don't know!

Yeah, Fred, that's what I was thinking either it was affected by humidity or perhaps the paint was old, separated in the can or wasn't shook up enough. If it was me, I might try using a brushable acrylic paint with a little flow improver mixed in. The brush marks would be unseen. Whatever you decide, I'm sure you have the experience to correct it.

I should have mentioned that the wind has to be blowing out of the northwest, gusting to 40mph, one day and out of the northeast, gusting to 30, the next.
I do know 2 things, I'm not going to rebuild those 7 walls and I'll never paint again on March 8 if it falls on a Sunday. You can mark my words.
