I live in central Illinois, an area well-served by both UP and BNSF. The other day I saw three UP locos pulling a load of containers on what I know to be BNSF tracks. I've not seen UP haul containers in this area, so I assume it was a BNSF load. Is is common for carriers to hire/lease/rent locomotives from one another and/or use each others' tracks? Thanks.

Very common.
On the NS I ran a lot of trains out of Fort Wayne with UP and BNSF power, there were even KCS engines. We also ran WC trains in the late 90s.
A lot of the trains would originate on the west coast. It was not just UP or BNSF power but a UP or BNSF trains. Most of them were stack trains.
I was told that with giving away the Panama Canal they wanted to run containers coast to coast in 3 days. Im not really sure how true that is.
