I saw an article on early Dolbeer steam donkeys using "4 1/2 inch rope". Would this measurement refer to the diameter or the circumference of the rope?

Generally large rope is measured by its circumference. Therefore a 4 1/2 inch line is about 1 1/2Ē in diameter. Or about .0165Ē in HO SCALE

Larry is correct, "circumference" 4 1/2 inch wound hemp rope was used in the early days of the first Dolbeer use, than they went to the better steel cable use.
